Asm. Al Muratsuchi (D-Torrance) was the tie-breaking vote to allow sex offenders to avoid the sex offender registry if they were within ten years older than their victim. This legislation allowed a 24-year-oldr old, and a judge could allow the pervert to avoid the sex offender registry. When I confronted Asm. Muratsuchi about this legislation at this town hall in Lomita, CA -- he literally lied to the public, claiming that what I said is wrong. But his own colleague at the time, Asm.
